According to the Education Bureau (EDB), LOCAL STUDENTS, for the purpose of admission to post-secondary programmes, are defined as follows:

CATI‑1	HKID Card (Permanent) 香港永久性居民身份證
CATI‑2	Documents issued by the Immigration Department of the HKSAR showing right to land / right of abode in Hong Kong 由香港特區入境事務處簽發享有香港特區的居留權 /入境權之證明文件
CATI‑3	Hong Kong Identity Card + One-way Permit for entry to Hong Kong 香港居民身份證 + 中華人民共和國前往港澳通行證（單程證）
CATI‑5	Hong Kong Identity Card + Dependant visa / entry permit (for students who were below 18 years old)Note 1 + Fulfilment of residency requirementNote 2 香港居民身份證 + 受養人簽證／進入許可證（未年滿18歲的學生）備註一+符合其中一項居港規定備註二 Note 1 Holders who were below 18 years old when first issued with such visa / entry permit by the Immigration Department of the HKSAR. 備註一 持有人首次獲香港特區入境事務處簽發受養人簽證／進入許可證時必須未滿18歲。 Note 2 Resided in Hong Kong for one year immediately preceding the first day of their respective programmes: 備註二 須符合緊接所修讀課程開課首天前的一年期的居港規定，並符合以下其中一項： (a) The applicants are enrolled as a full-time student in a school offering a formal curriculum in Hong Kong recognised by the Education Bureau (EDB), no later than 15 September of each academic year, for the two-year period ending on 31 May in the year in which applicants' respective programme begins; OR 申請人在計至所修讀課程開課當年的5月31日為止的兩年期內以全日制學生身份在教育局認可於本港開辦正規課程的學校就讀，並於指定日期前完成入學；或 (b) For applicants who do not meet (a) above: a Statement of Travel Records of the applicants which can be obtained at a fee from the Immigration Department of the HKSAR covering the two-year period to demonstrate that the applicant is not absent from Hong Kong for a maximum of 90 days in each year of the two-year period. 不符合上文（a）項的申請人，須提交向香港特區入境事務處付費申領涵蓋該段兩年期的出入境紀錄證明，以顯示申請人在該段兩年期內，每年不多於90天不在香港。 2027 JUPAS Admissions Exercise (Transitional Arrangement - One-year Residency Requirement) 2027年度「大學聯招辦法」（過渡安排-居港規定為一年期） Under condition (a) above and transitional arrangement, applicants are enrolled, no later than 15 September 2026, as a full-time student in a school offering a formal curriculum in Hong Kong recognised by the EDB for the one-year period ending on 31 May 2027 (i.e. the year in which applicants' respective programme begin). 據上文（a）之居港規定及過渡安排，申請人在計至2027年5月31日（即所修讀課程開課當年）為止的一年期內以全日制學生身份在教育局認可於香港開辦正規課程的學校就讀，並於2026年9月15日或之前完成入學。 Under condition (b) above and transitional arrangement: 據上文（b）之居港規定及過渡安排： (b1) Applicants are not absent from Hong Kong for a maximum of 90 days in the one-year period. 申請人於該一年期間，不多於90天不在香港。 (b2) The cut-off date for the residency requirement for the JUPAS applications is 31 May of the corresponding year of the JUPAS Admissions Exercise. 出入境紀錄證明截止日期為「大學聯招辦法」年度的5月31日。 (b3) Statement of Travel Records required period: 1 June 2026 to 31 May 2027, a maximum of 90 days of absence from Hong Kong during this period. 出入境紀錄證明涵蓋期間：2026年6月1日至2027年5月31日期間，不多於90天不在香港。

According to the Education Bureau (EDB), NON-LOCAL STUDENTS, for the purpose of admission to post-secondary programmes, are defined as follows:
教育局就专上课程收生有关非本地学生的定义如下：

The holder of the following documents issued by the Immigration Department of the HKSAR are considered as non-local applicants:
持有以下由香港特区入境事务处签发的证件均视为非本地学生：

Dependant visa/entry permit holders who were below 18 years old when first issued with such visa/entry permit by the ImmD, and they do not meet the one-year note residency requirement 首次获入境处签发受养人签证／进入许可时未满18岁、并且不符合一年居港规定的受养人签证／进入许可持有人

Holders of a full-time employment visa/work permit 全职工作签证／工作许可证持有人

Holders of a visa/entry permit for various admission schemes (including the Quality Migrant Admission Scheme, the Capital Investment Entrant Scheme or the Admission Scheme for the Second Generation of Chinese Hong Kong Permanent Residents) 各项入境计划下的签证／进入许可持有人（包括优秀人才入境计划、资本投资者入境计划或输入中国籍香港永久性居民第二代计划）

Non-local students (such as holders of a student visa/entry permit; holders of a visa/entry permit under the Immigration Arrangements for Non-local Graduates; dependant visa/entry permit holders who were 18 years old or above when first issued with such visa/entry permit by the ImmD) 非本地学生（例如：学生签证／进入许可持有人、非本地毕业生留港／回港就业安排下的签证／进入许可持有人、首次获入境处签发受养人签证／进入许可时年满18岁或以上的受养人签证／进入许可持有人）

Remarks : Applicants who do not hold any of documents in CATI1, 2, 3, 5, 9 issued by the Immigration Department of the HKSAR are considered as non-local applicants.
备注 :凡未持有由香港特区入境事务处签发的CATI1, 2, 3, 5, 9所列证件的申请人均视为非本地学生。
